Daily School Attendance
Daily school attendance is vital for all students. Students who attend school regularly are more engaged in learning, have a greater sense of belonging to the community and are more likely to obtain a high school diploma. Good attendance habits are best developed in the early years; otherwise, absenteeism becomes greater by middle years and high school, academic achievement is lower, and the likelihood of school dropout increases. Students who miss ten percent or more of the school year (approx. 15 days in total), including excused and unexcused absences, are considered chronically absent. Positive Problem Solving
Parents, educators, and community members share the same goal: to give students the best education possible. We all work together to make our schools safe, positive, and respectful places for each child to learn. There are times, however, when we have different ideas about how things could be done, and concerns arise.

Dear Parents/Caregivers,

As you may be aware, this past week we received voicemail threats directed to three HSD schools. Our students’ safety, mental health, and well-being are a priority, and threats to schools are taken very seriously. We continue to work with the RCMP and support their investigation.

We also recognize that such incidents may cause anxiety for some children and that counselling support may be necessary. Divisional social workers and school counsellors will be available at the affected schools next week to provide support as needed.

The following guidance may also be helpful for parents/caregivers:

  • Listen and acknowledge all feelings by taking the time to hear what your child is saying and responding to their worries. This discussion would be best if it occurs in a supportive environment where there is no judgement and you can sit without distractions. When children ask questions, use age-appropriate language and a calm and reassuring tone of voice. Your child needs to feel safe and know that their home environment will remain stable with a regular routine.
  • Limit media exposure and be involved in their use of technology (e.g., cell phones, tablets, iPods, computers, etc.). Be mindful of your discussions regarding these events in the presence of children, and be aware that children often listen when you don鈥檛 think they are.
  • Provide factual information about what your children have observed or experienced, taking into account the age and level of understanding of your children. Do not speculate.
  • Parents should be aware that being overly protective of their children is a normal response. Sometimes a natural reaction for a parent is to keep their child home or avoid talking about this event; however, this will intensify the feelings of anxiety your child may be experiencing.
  • Some common reactions may include school avoidance, avoiding talking about their feelings, losing sleep or having nightmares, a sense of helplessness, fear, anger and a heightened sense of vulnerability.
  • As much as possible, don’t allow adult emotions to negatively affect a child’s sense of security.
  • Reassure children that their feelings of vulnerability will subside with time, but if the feelings don’t subside, to let you know, and you will get them help.

If you have any questions or concerns regarding your child, please don鈥檛 hesitate to reach out to your child鈥檚 teacher(s) or principal to arrange for support. Any questions regarding the investigation should be directed to the RCMP.

To those parents/caregivers of students attending Steinbach schools and Kleefeld School, please monitor your email this weekend for additional correspondence. We will send a follow-up email on Sunday evening to confirm whether affected schools will reopen on Monday.

Dear Parents/Caregivers,

The Christmas and holiday season brings a sense of joy, excitement, and the warmth of family for most children and families in our communities. At times, it can also be stressful for those children who have previously or are currently struggling with mental health issues or challenging life circumstances. Changes in daily routine (winter break) can increase anxiety in some children and may further worsen feelings of depression or loneliness. For those children who have recently experienced tragedy, it may also be a time when grief overwhelms them.

Our teachers, counsellors, principals and other school division staff have noticed a marked increase in the need for mental health support for youth in our communities over the past 12 months. We encourage parents/caregivers to be mindful of the mental health support that their children may need during this holiday season. Watch for significant or unusual changes in behaviour and check in on their well-being often.

We encourage families to reach out for help if needed. When school is in session, parents/caregivers may access support at their child鈥檚 school through the School Counselor Department. Additional supports are available anytime from the following community resources:

What Should I Do If My Child is Sick?
Our teachers and schools are here to support your child鈥檚 learning, and your child鈥檚 well-being is important to us. Children who are sick should not attend school. Public health officials strongly urge anyone with cold or flu-like symptoms, such as a cough, fever, runny nose, sore throat, and headache, to remain at home. Children should stay home until they improve, which means no fever, and other symptoms are clearly improving for a couple of days. Specifically for COVID-19, Public Health recommends that individuals wait for at least five days after testing positive or the onset of symptoms before returning to school or daycare.

Trustees Elected
The Manitoba School Trustees election was held on October 26th. We thank all who participated in the vote. Weather-Related School Closures
A reminder that the HSD weather-related school closure policy requires that schools close for cold weather reasons when the recorded temperature at the Environment Canada Kleefeld Weather Station at 6:00 am indicates -35饜⿷ degrees Celsius or colder, or a Windchill of -45饜⿷ degrees Celsius or colder. As educators, we understand the importance of our children attending in person for learning and well-being. We acknowledge the challenges a school closure creates for families with younger children in particular. We do not take the decision to close schools lightly. Closing schools is for safety measures and is done as a last resort. It is a complex and thorough decision making process that takes place early in the morning.

To reduce the potential impact of closure days and to ensure student learning continues regardless of weather, HSD will provide students with learning opportunities on days when schools are closed. If such cancellations occur, please expect the following:

On closure days due to extreme cold:

  • Teachers will post assignments/activities/lessons onto Seesaw or Google Classroom as soon as possible in the morning.
  • Teachers will send a message to parents (or students, depending on the grade) letting them know how and what time(s) of the day they will be available online or via email to answer questions.
  • Teachers will attempt to connect virtually or via telephone with each student in Grades K-8 to check in and provide suggestions for work.
  • We are not expecting synchronous (all online at the same time) learning to occur.
  • We understand that not all students/families will engage in work on a cold-weather closure day, and we will honour and respect all choices.
  • Teachers will not launch new lessons/units, so please keep in mind the work teachers assign will primarily be work students can engage in independently.

On closure days due to hazardous weather:

  • Teachers of Grades K-8 should prepare a work package to be sent home in advance of winter and periodically throughout the winter months, which may be utilized on inclement weather closure days.
  • Teachers will send a morning message, instructions, and post assignments/activities/lessons onto Seesaw or Google Classroom as soon as possible in the morning.
  • We understand that not all students/families will engage in work on a hazardous weather closure day, and we will honour and respect all choices.
  • Teachers will not launch new lessons/units, so please keep in mind the work teachers assign will primarily be work students can engage in independently.

As we enter into October and students settle into school routines, I would like to take this opportunity to provide some important information to all parents/caregivers. Please take some time to read through the following two pieces of information. The first piece details the importance of daily attendance that all students, staff, and parents/caregivers should be aware of. The intent of the second piece is to make parents/caregivers aware of the HSD protocol for violence threat risk assessment (annual fair notice) that guides our system鈥檚 response to violence.

School Attendance
Daily school attendance is important for all students. Students who attend school regularly are more engaged in learning, have a greater sense of belonging to the community and are more likely to obtain a high school diploma. If good attendance habits are not developed in the early years, by middle years and high school, absenteeism becomes greater, academic achievement is lower, and the likelihood of school dropout increases.

Attending school every day should be the goal because even missing two days a month, a student misses the equivalent of one month of school a year. A student with 90% attendance will miss four weeks of school per year, and students who miss 15 days of school per year will miss a year of school before their senior year. See .

Regular attendance is defined as missing five days or less for the entire school year. Students who miss 10 percent or more of the school year (approx. 15 days in total), including excused and unexcused absences, are considered chronically absent.

It’s hard to believe we have arrived at the end of September! It has been a pleasure and a joy to welcome students back into our buildings and to watch the resumption of extracurricular activities and sports flourish in our school communities.

On Thursday and Friday of this week, schools and the broader community have the opportunity to reflect and participate in activities supporting the spirit of reconciliation through two observances:

National Day for Truth and Reconciliation
As recently announced by the province, all schools will be closed on Sept. 30 to recognize the National Day for Truth and Reconciliation. The day of observation advances reconciliation, allowing Manitobans to reflect on the residential school experiences of First Nations, M茅tis and Inuit. An opportunity to encourage reflection and meaningful discussions about the impacts of residential schools.

Orange Shirt Day
Since 2013, Sept. 30 has also been recognized in Canada as Orange Shirt Day. The day began as a grassroots, Indigenous-led initiative to acknowledge the journeys of residential school survivors and their families, to remember those who did not survive, and to recognize that every child matters. With schools closed on Sept. 30, HSD schools will participate in various Orange Shirt Day activities on Thursday, Sept. 29. #everychildmatters

As a public education system, we are all encouraged to take time to reflect, read, listen, talk, learn, participate, watch and/or wear orange as we each think about our own personal journey and what Truth and Reconciliation means to us as individuals.
